About SAAFER

SAAFER International is a Libyan company building an ecosystem that connects tourism, travel, transport, hospitality, digital services and investment, as well as engineering, logistics and commercial services, in one scalable framework.

Today, SAAFER is in its founding stage: we are completing the platform, building the core team and preparing to launch the first services.

A rocky seashore at night, with a warm light on the horizon

Our vision

One Libyan ecosystem connecting tourism, travel, transport, hospitality, digital services and investment.

Our mission

To develop and operate an integrated ecosystem connecting customers, service providers, investors and partners.

The gap we are working to close

The Libyan market is rich in services but poor in organisation.

Hotels, carriers, engineering firms and suppliers work as separate islands.

The services exist; what is missing is the entity that connects and organises them.

SAAFER is not a single service provider; it is the layer where market players meet.

We are building it to be a connection layer: aggregating demand, organising supply according to clear operating standards, and managing collection and settlement through licensed partners.

The idea is not for SAAFER to be a traditional travel company, but a scalable operating ecosystem that relies on partnerships, service providers and technology.

Every participant raises the ecosystem’s value

Every participant that joins the ecosystem raises its value for everyone else: more providers mean a broader offering for customers, and more customers mean greater demand for providers.

Everything, connected.

Three principles that govern how we build

  1. Runs on systems, not individuals

Every transaction documented, and an owner for every decision.

  2. Grows through partnerships

Not through a single source of income, but through a network of partners and service providers.

  3. Managed through metrics and governance

Decisions based on figures from a single source.

The credibility standard

No customer is given a promise that cannot be delivered or has not been approved.

  1. 1Clear
  2. 2Documented
  3. 3Deliverable
  4. 4Delivered

Regulatory compliance

SAAFER conducts its business in accordance with the relevant laws, regulations and licences, and no regulated or licensed activity is carried out except under the required licence, or through an authorised entity or a licensed partner.
