Justice and legal infrastructure
Digital infrastructure for requests, documents and evidence — the decision stays with the competent authority alone.
SAAFER provides digital infrastructure. Legal investigation, prosecution and decisions remain exclusively with the competent authority.
Core capabilities
A digital service gateway for requests and appointments, a workflow for files, evidence management with a chain of custody and a tamper-evident record (designed), and an integration concept with the authority’s systems, on its authorisation; no integration exists today. Investigation, prosecution and decisions remain exclusively with the competent authority.
Cybersecurity
Today: TLS, browser security headers and responsible disclosure (Trust Center); proposed: encryption at rest, an audit log and data separation — in words that can be proven.
Workflow
A request from filing to decision: steps, owners, deadlines, a visible state.
Document wallet
Copies for the user of official and business documents, with permissions and a retention period; the official original stays with the issuing authority.
Digital evidence management
Evidence integrity, chain of custody and a tamper-evident record (designed) — the decision stays with the competent authority alone.
Notifications
The applicant and the institution told of every change, on the channel they choose.
API layer
Documented, authorised interfaces that connect an institution’s systems to SAAFER, with no transfer of ownership or decision.
Authentication and access
Sign-in with multi-factor verification (proposed) and role-based access.

A file received and tracked
A request filed through the gateway is routed to the competent department on a workflow with deadlines; its documents and evidence are sealed with hashes and a custody record; the applicant sees the state, and the authority alone decides.
What SAAFER does
- Technology and digital infrastructure
- Integration and workflow
- User experience and notifications
- The API layer
- Chain of custody and file integrity
What the institution retains
- Authority and decisions
- Regulation and licensing
- Ownership of official data
- The operational mandate
- Investigation, prosecution and judgment
Security and governance
- Security, privacy, chain of custody and auditability from the first section — in the proposed solution: encryption, access by permission, a tamper-evident record (designed), separation of sensitive data; none of it is built today.
- Any collaboration would start with a limited written scope the authority agrees and controls; nothing here is deployed or built today.
- The data belongs to the authority; SAAFER would process it on its instructions under a written agreement (controller/processor), stored where the agreement says.
